Executive Summary
LendRow is a decentralized peer-to-peer lending platform designed to address systemic issues across financial inclusion, debt management, and ethical debt recovery in the Philippines. Rooted in the country's financial disparities where only 27% of low-income individuals hold formal financial accounts. LendRow's one-month pilot (December 18, 2024 – January 18, 2025) demonstrated tangible improvements in repayment efficiency, transactional transparency, and access for underbanked populations, particularly in Davao City. The platform enforces responsible debt behavior by requiring full loan repayment before issuing new credit, aligning with BSP Circular No. 730 and national financial inclusion objectives. Looking forward, LendRow will integrate Internet Computer Protocol (ICP) to deploy tamper-proof smart contracts and utilize Internet Identity for decentralized digital authentication, streamlining user onboarding while mitigating fraud. These enhancements also support compliant debt recovery by leveraging blockchain-based credit records, aligned with the Truth in Lending Act (RA 3765), the Data Privacy Act (RA 10173), and the Consumer Act (RA 7394). By embedding legal safeguards, technological automation, and inclusive design, LendRow offers a scalable, transparent, and ethically-grounded lending ecosystem tailored to strengthen financial resilience in vulnerable communities.
